Uttar Pradesh has strengthened its position as India’s leading milk-producing state through strategic policy reforms and sustained investment in the dairy sector, increasing milk production from 277 lakh tonnes in 2016–17 to around 388 lakh tonnes in 2024–25. The state now contributes approximately 16% of India’s total milk production, reinforcing its leadership in the country’s dairy industry.

A major driver of this growth has been the ₹1,000-crore Nand Baba Dugdh Mission, which focuses on strengthening dairy infrastructure, improving milk procurement, promoting scientific dairy farming and encouraging value addition.

The National Dairy Development Board (NDDB) has also supported the establishment of women-led milk producer companies across Bundelkhand, Purvanchal, Awadh, Gorakhpur and the Terai, helping enhance women’s participation in the dairy value chain and strengthen rural livelihoods.

According to the report, these initiatives, combined with policy support, cooperative development and infrastructure investments, are contributing to a modern-day White Revolution in Uttar Pradesh, transforming dairy into a key pillar of agricultural growth, rural employment and economic development in the state.
