The Haryana Government has unveiled a comprehensive roadmap to strengthen the State’s dairy sector, with Chief Minister Sh. Nayab Singh Saini announcing new incentives, infrastructure projects and cooperative reforms aimed at boosting milk production, empowering women dairy farmers and expanding the VITA brand. Chairing a review meeting of cooperative federations, the Chief Minister said the government is committed to strengthening the rural economy and assured that there would be no shortage of budgetary support for milk production and dairy development.

Under the Sanjhi Dairies Yojana, animal sheds will be constructed on Panchayat land for women Self-Help Groups (SHGs) registered under cooperative societies, along with loan facilities for purchasing dairy animals. Women SHGs supplying milk through the cooperative network will receive an incentive of ₹10 per litre, while milk production incentives have also been enhanced by ₹2 per litre. Winter incentives have increased from ₹3 to ₹5 per litre, summer incentives from ₹5 to ₹7 per litre, and an additional ₹3 per litre marketing incentive has been announced to improve the competitiveness of VITA milk.

Highlighting that the Murrah buffalo is Haryana’s identity, the Chief Minister directed officials to encourage women-led dairy units through Primary Agricultural Cooperative Societies (PACS). Currently, 143 SHGs have agreed to supply milk through the cooperative network and will soon receive modern dairy infrastructure. He also announced that 700 additional VITA booths will be established across Haryana. While 674 VITA booths are already operational, 318 more are set to open shortly and the process for another 240 booths is underway. Cooperative societies currently procure 5 lakh litres of milk per day, with greater emphasis now being placed on value-added dairy products, including the planned launch of VITA ice cream.

To strengthen processing capacity, a 1.5 lakh-litre-per-day dairy plant is being established at Bawal, with phased expansion planned to 5 lakh litres per day, while another 1.5 lakh-litre-per-day dairy plant is under construction at Ambala. The government will also establish 21 milk chilling centres with capacities ranging from 5,000 to 10,000 litres each. Plans are underway to expand VITA’s retail presence through railway stations, civil hospitals, tourist destinations and group housing societies, following the model of Jan Aushadhi stores. The Chief Minister further stated that 1,400 Harhit Stores will be established across the State and 300 village panchayat sites have been identified for IOCL.

Beyond dairy, the government directed cooperative sugar mills to target 130 crushing days and 10% sugar recovery, while promoting drip irrigation, sugarcane cultivation, compressed biogas (CBG) plants and improved utilisation of cooperative assets. The State also reported that 710 of 800 cooperative societies have already been registered online, with the remaining registrations being expedited and CM PACS being upgraded into M-PACS capable of undertaking 33 different activities.
