Regulatory delays stall market access despite Asia-leading export scale and a first-mover opportunity.

Saudi Arabia is rapidly repositioning its trade strategy, shifting from a traditional reliance on energy exports toward a more diversified portfolio led by agriculture and food products. Between 2022 and 2025, Saudi agricultural and industrial exports to China exceeded $1.03 billion, with food categories gaining momentum. Within this transition, dairy is widely viewed as the next high-growth segment in Sino-Saudi trade.

Key players such as Almarai and SADAFCO are driving this expansion through vertically integrated supply chains and product specialization. Almarai’s operations span feed production, farming, processing, and distribution, supported by a logistics network exceeding 10,000 vehicles. Meanwhile, SADAFCO leads in UHT milk, with its flagship brand holding over 60% of the domestic market and export growth reaching 26% in 2025, underscoring rising global ambitions.

Despite strong fundamentals, Saudi dairy exports to China remain at a standstill due to regulatory bottlenecks. Although China approved 13 categories of Saudi dairy products in 2025, no company has yet secured registration with the General Administration of Customs of China (GACC). The complex compliance process, combined with strategic hesitations and entrenched consumer perceptions favoring traditional dairy origins such as New Zealand and the EU, has delayed market entry.

This regulatory gap has created a unique, zero-competition window for early movers. With all approved product categories still unclaimed, the first company to complete GACC registration could capture significant market visibility and establish a premium positioning. For global dairy stakeholders, the Saudi-China corridor represents a high-stakes opportunity where scale, technology, and branding will determine who leads the next wave of dairy trade expansion.
