Currently, only 4% of milk is processed; the goal is to raise this to 20% over seven years, benefiting over 500,000 dairy farmers.

Land allotments (40–50 kanals each) are being fast-tracked, with coordinated infrastructure support—roads, electricity, and water—to bolster execution . NDDB and Animal Husbandry bodies have been directed to speed up fodder development and sexed-semen agreements, while NABARD is tasked with timely fund disbursement and oversight .
