Himachal Pradesh is witnessing a significant dairy sector transformation, with milk procurement through cooperative societies surging nearly fourfold as the state’s “New White Revolution” gathers pace. The growth has been driven by higher milk procurement prices, expanded cooperative networks and government efforts to strengthen dairy infrastructure, making dairy farming an increasingly attractive source of rural income.

According to reports, milk procurement prices have increased from around ₹30 per kilogram earlier to ₹51 per kilogram for cow milk, substantially improving returns for dairy farmers. The higher prices have encouraged existing livestock owners to expand their operations while also attracting many young people to dairy farming.

Officials stated that milk production in the state has nearly doubled over the past year. Farmers report that improved procurement rates have transformed dairy farming into a reliable income source. One farmer supplying around 10 litres of milk daily to a cooperative society said he now earns approximately ₹15,000 per month from dairy activities.

The impact is also visible at the cooperative level. A dairy cooperative society in Tangroti is currently supplying about 1,200 litres of milk daily to the Dagwar Milk Processing Plant, reflecting the rapid increase in organized milk collection across the region.

To support the growing milk supply, the state is expanding dairy processing infrastructure. The upcoming dairy processing plant will manufacture value-added products including flavoured milk, curd, lassi, mozzarella cheese, paneer, yoghurt and khoya. Officials believe the project will improve market access for farmers while creating new employment opportunities for local youth.

Dagwar Milk Processing Plant officials said higher procurement prices have directly contributed to increased milk production and that plans are underway to further expand processing capacity to procure more milk from farmers in the coming years.

The development aligns with the broader goals of the Government of India’s White Revolution 2.0 initiative, which aims to increase milk procurement by dairy cooperatives by 50% over the next five years through expanded cooperative coverage, improved infrastructure and greater farmer participation. Industry experts believe Himachal Pradesh is emerging as a strong example of how higher farmer remuneration, cooperative-led procurement and investments in value-added dairy processing can accelerate rural economic growth while strengthening India’s dairy sector.
