Under the Mukhyamantri Kamadhenu Yojana, Odisha will distribute 10,000 high-yielding cows—including Gir, Sahiwal, and cross-breeds—to farmers, supported through an MoU between NDDB and OMFED . NDDB will supply 3,000–4,000 of these cows, and assist in setting up cow-dung biogas plants for sustainable energy and additional farmer income .

The initiative includes the launch of 22 milk tankers (2,000–15,000 L capacity) and three advanced milk powder packaging machines, with investments totaling ₹11 crore . Current milk production in Odisha is 72 lakh L/day, with ambitious targets of 165 lakh L/day by 2036 and 274 lakh L/day by 2047 . An MoU also ensures around 30 MT of ghee supply to the Shree Jagannath Temple . The program offers 70% financial aid, benefiting over 15 lakh cattle rearers, with ₹71 crore disbursed to 3 lakh beneficiaries in FY 2024–25 .
