Madhya Pradesh is accelerating its ambition to emerge as India’s leading dairy state, backed by robust policy measures and significant investment. Chief Minister Mohan Yadav has rebranded the state’s “Animal Husbandry & Dairy Department” as “Animal, Dairy & Gopalan,” emphasizing a comprehensive dairy-livestock strategy. A record ₹90 crore was allocated to gaushalas, doubling daily care allowances for cows from ₹20 to ₹40—a move aimed at enhancing animal welfare and milk yield.

Under an MoU with NDDB, the state plans to elevate its milk output share from ~9% to 20% of India’s total production, effectively doubling volumes. Key initiatives include expanding milk committees from 9,000 to 26,000, setting up gram‑panchayat collection centres in every village, and establishing 125‑acre high-tech cow shelters. An estimated ₹1,500–2,500 crore will be mobilized to boost processing capacity and dairy farmer incomes.
Educational investments include new dairy-tech degree programmes at Vikram University campuses and a state-level push to commercialise the “Sanchi” brand via NDDB’s branding support.

These measures are built on earlier structural reforms: NDDB’s oversight of MP’s cooperative dairy Federation, backed by previous MoUs and cabinet decisions under the White Revolution 2.0 initiative
