The Government of India has outlined the progress of White Revolution 2.0, an ambitious initiative aimed at expanding dairy cooperatives, strengthening existing societies, and promoting sustainability across the dairy sector. The programme targets the formation of 75,000 new Dairy Cooperative Societies (DCSs) and the strengthening of 46,422 existing DCSs nationwide. So far, 24,097 new DCSs have been established, while 31,394 existing societies have been strengthened to enhance cooperative milk procurement.
As part of the sustainability agenda, two new multi-state cooperative societies—Gomay Sahkari Samiti Multi-State Limited (BGSSL) and National Cooperative Inputs and Services Delivery Multi-State Limited (CISDL)—have been created to promote circularity through scientific manure management, biogas, organic fertilisers, and improved access to feed, fodder, animal health, breeding, and technical services. Priority under White Revolution 2.0 is being given to expanding dairy cooperative activities in villages and panchayats that were previously outside the cooperative network, including Maharashtra and Bihar. In Bihar, the target for new DCS formation was 2,320 in 2024–25, with 2,222 achieved, and 3,000 targeted in 2025–26, of which 1,875 have been formed so far.
For strengthening existing societies, Bihar achieved 260 against a target of 610 in 2024–25, while surpassing its 2025–26 target by strengthening 3,124 societies against a target of 2,985. In Maharashtra, 735 new DCSs were formed against a target of 133 in 2024–25, while 316 have been formed against the 2025–26 target of 913.
For strengthening existing societies, none were strengthened against the 419 target in 2024–25, while 244 have been strengthened against the 985 target for 2025–26. The programme also provides funding support for Bulk Milk Coolers, Automatic Milk Collection Units, milk testing and quality equipment, processing and chilling infrastructure, working capital, and technical assistance to dairy cooperatives.
According to the government, the expected outcomes include improved market access and remunerative prices for small dairy farmers, higher farmer incomes through sustainable practices, and greater participation of women in the dairy sector, leading to stronger economic empowerment.
