Mississippi has become the first US state to ban the manufacture, sale and distribution of lab-grown dairy products after House Bill 1153 was enacted in March 2026. The new law, which takes effect from July 1, 2026, prohibits any “cell-cultured dairy product” intended to replicate or substitute for milk and derived from animal cells cultured outside a live animal.

The legislation also strengthens food labeling and misbranding regulations covering meat, plant-protein, insect-protein and cultivated-protein products. Violations under the law can attract penalties of up to $500 per day per violation, with a maximum fine of $10,000 per transaction or occurrence.

Mississippi Agriculture Commissioner Andy Gipson said the move was aimed at protecting consumers and supporting traditional dairy farmers amid growing development of alternative dairy technologies. The law follows Mississippi’s earlier 2025 ban on lab-grown meat products and places the state among several US states introducing restrictions on cultivated protein industries.

Industry observers say the move could intensify the global debate over food innovation, labeling rights, alternative proteins and the future role of precision fermentation and cell-cultured dairy technologies in the food industry. While commercial lab-grown milk products are still largely under development globally, policymakers and dairy industry groups are increasingly focusing on regulatory frameworks governing emerging dairy alternatives.
